Lt Gen Konsam Himalay Singh, PVSM,UYSM, AVSM, YSM (Retd.) former Lt Gen of Indian Army joined Manipur Public Service Commission as Chairman on 17th May, 2017. He is the first North-Eastern Indian to become a Lieutenant General in the Indian Army. Lt Gen Konsam Himalay Singh was born at Charangpat Village of Thoubal District to Konsam Ibopishak Singh. He had his early education in Schools at Charangpat and Thoubal. He joined Sainik School, Goalpara in 1968 and National Defence Academy in 1974. Commissioned in the 2nd battalion Rajput Regiment in 1978. A graduate of Defence Services Staff College, Wellington and National Defence College, New Delhi, he has held many prestigious appointments in the field and in various Headquarters. He got his Masters' degree in Defence Studies from Madras University, Masters' degree in Management Studies with distinction from Osmania University and M. Phil in Strategic Studies from Madras University. He is a Ph.D. scholar in Central University, Jammu. His notable achievements in accumulating vast Operational experiences included Counter Insurgency (CI) Operations in Jammu & Kashmir (J &K), where he served five tenures in the last 39 years where he commanded a Battalion, GOC of a Mountain Division on Line of Control and was Corps Commander there. He was also Ex-Officio Security Advisor to Government of Jammu & Kashmir (J&K) and four tenures in the North East, CI operations in LC (Line of Control), LAC (Line of Actual Control) and HAA (High Altitude Area) environments. He commanded the 27 Rajput in Siachen glacier from 1998 to 2000. He was honoured with "Yudh Seva Medal" in 2000 for command of unit during "OP VIJAY" (Kargil War) against Pakistan. He is a skydiver and a mountaineer, and participated in the Kanchenjunga expedition in 1987. Lt Gen Konsam Himalay Singh is married to Dr. (Mrs) Mangala Devi, an accomplished doctor and they have two daughters.
